A quick glance at Cirno's small team would give you the idea that she's just as weak as the other fairies' at Pokemon battling, but a closer look would reveal that she has quite the potential.
That said, you don't have to bring your ear very close to hear her insisting she is indeed the strongest.Oishi, a Vanillite, the most recent addition to her team, shares this view on life.

Found on the Misty Lake just outside the SDM while it was frozen over in the winter, Oishi uses Cirno's ice powers to stay at a comfortable temperature throughout the year. The ice-cream-cone resembling Pokemon is sincerely convinced that as a team, they can defeat anyone.

Kyuu, Cirno's Frosslass, is a little less sure of this. Cirno's faithful partner since the days when she was a young Snorunt, she knows Cirno through and through.
Though she's grown to be much more mature than the dense fairy, Kyuu would lay down her life in loyalty for the tomboyish girl she considers her best friend.
It might be out of fondness, but Kyuu pays her master a good amount of respect, too: the day, if it ever comes, that Cirno wisens up, might also be the day she proves to indeed be the strongest in Gensokyo.

She might even be the very best... like no one ever was.
